If they have taken your SG passport, they can’t expect you to use that to leave the country. What would happen if you used your adopted country’s passport to leave?

You would not be allowed to pass through immigration as it would appear that said person was in the country illegally as there would be no record of that person entering Singapore within the range of dates that could possibly used as tourist 30~60 days. with that passport.

With their extensive records, they don't know who's been in and out? Seems absurd to me.

If they are leaving Singapore after renouncing SGC they will have to depart using their NEW (UNSUED) foreign passport as they won't have the SG one or the NRIC if they came in using that. Therefore they have a passport without an entry .....
