HDB will 'review' it. When I signed my lease many years ago, they made a point of telling me that if I ever was sole owner or my status changed (I was then PR), I'd have to give up the flat. Since then I've heard mixed stories. Basically, I wouldn't test them on it, because they do have the right to boot you out .....

DP does not go with PR so either you are not a PR or your wife holds no DP. LTVP perhaps?

You are right ,I believe I was confused. I’m a PR holder and my wife is LTVP under me. Is there any specific documentation or medial certs that are required for infants for LTVP application?

The infant needs a birth cert and a passport. I don’t recall that anything else is needed.

He can still keep US passport til 21 then decide:

If this is to avoid NS obligations, I'm sure you know that isn't a good idea, and may affect your own application.
