You need to keep up with the employer or call IRAS to ask if you taxes have been cleared (if so, then your employer is trying to pull a con.)

IRAS doesn't have the balance. You employer does. You employer is required to withhold the final salaries and they will be paying your income taxes. After such tax clearance, they will receive a letter or notice from ICA to release the balance of your salaries to you for your departure. That way you are not allowed to skip out on the Balance Due and the employer is roped in to ensure you don't get tempted once you have your final salary to disappear in the middle of the night.

Generally speaking appeals are a waste of time and effort. I only know of a hand full that have been successful after 20 years on the forum, all of them were due to of material facts that were inadvertently or ignorantly left off the original application. So. If the reason you are appealing are facts that were left off the original application when filed and were for something that took place before it was filed, you "may" stand a chance. Otherwise, you are donating money to the government in the application fee. Not much more. AND you will have to wait that much longer before filing again as they will likely see it as an application of desperation unless there are major changes. Been there, done that, albeit 36 years ago.
