I'm curious on the distinction they have made there:
At least 1 Singapore Citizen applicant
At least 1 other Singapore Citizen or Singapore Permanent Resident

I guess you would fulfill the requirement if it was: married couple (SC + Foreigner) + their SC child?

What it means is based on you and your family merits at the time of application you are ineligible for PR. However, you can continue to work on your current visa as long as you can get it renewed. OR you can reapply if you and your family merits increase dramatically. For instance, as PNGMK suggested, try to get upgraded via merit, credentials, education upgrades or massive salary increment to at least EP level and then try again. Trying again with the same data set is going to result in the same outcome.
